2-10-1- The ATR movement certificate: definition

The movement certificate is issued by the customs service of the exporting country. The objective is to allow the free movement of goods. It is addressed to the recipient of the goods, the importer.

It was established when the European Community reached agreements with certain countries. It provides the benefit from preferential rates. It was set up to enable trade between the European community and Turkey. Turkey has not complied with the convention, nor the common customs transit simplifications, S.A.D.

2-10-2- ATR movement Certificates, EUR1 and EUR2

There are two other movement certificates: EUR1 and EUR2. Unlike the other two movement certificates, the ATR is composed of a single page.

2-10-3- ATR Terms of Use

It should be used when transporting goods from one member state of the European Community to Turkey or vice-versa.

2-10-4- Means of establishing the ATR

It must be completed by the exporter by filling out boxes one, three, five, six, nine and 10 through 13. Box two is optional. Box 10 must be completed in order to avoid ambiguity concerning the goods.

2-10-5- ATR non-use

If the exporter chooses not to establish the ATR certificate, the common rules will apply to the importation

2-10-6- Issuance of an ATR certificate

Il est mis à disposition de l'exportateur dès l'exportation des marchandises, avec un visa apposé. It is made available to the exporter when the goods are exported via stamped visa. Customs may elect to control the goods. In special cases, customs visa authorization may be affixed a posteriori.

2-10-7- ATR conditions

The ATR movement certificate: can only be used for direct transport. The ATR movement certificate must be filed within four months from the date of the visa at the customs office of the importing State or where the goods are presented.


   The ATR certificate does not certify the origin of goods.
